Information for Grant Applicants

Who Reviews Applications?

All Regional Arts Commission (RAC) grant applications are read and reviewed by Citizen Review Panelists or Discipline Readers. Citizen Review Panelists and Discipline Readers play a central role in RAC’s annual grant-making process. Each year, RAC invites dozens of citizens representing a broad and diverse range of artistic and cultural viewpoints, professions, and backgrounds to read grant applications, serve on panels, and assist with the evaluation of grant applications.

Citizen Review Panelists and Discipline Readers are nominated to serve as reviewers through a public process and an individual may self-nominate to serve or recommend others by completing a simple application process. RAC staff reviews submitted nominations and makes selections that represent a diverse group with different artistic and professional focuses to help achieve well-balanced panels.

To ensure that Citizen Review Panelists are reviewing each application fairly, they are required to declare any conflict of interest with organizations or individual artists that are applying for funding. In the event of a conflict of interest, panelists are required to recuse themselves from the discussion and voting on that application during the panel meeting.

Discipline Readers are required to declare any conflict of interest within their assigned applicant pool. In the event of a conflict of interest, that application is assigned to a different Discipline Reader.

Who is reviewing my application?

Artist Fellowship

  • Applications are reviewed by staff to confirm eligibility.
  • Applications are read by two discipline readers from the following groups:
    • Members of the St. Louis arts community
    • Members of the national arts community
  • The top-rated applications from each discipline (up to 35 total) are reviewed by a Citizen Review Panel comprised of:
    • 4 St. Louis art and culture, and community experts
    • 3 RAC Commissioners

Artist Support Grant

  • Applications are reviewed by staff to confirm eligibility.
  • Eligible applications are read by two discipline readers from the following groups:
    • Members of the St. Louis arts community
    • Members of the national arts community
    • RAC staff and Commissioners

Note: There will always be one member of the St. Louis arts community. No application will have two RAC readers or two national readers.

Program Support and General Operating Support

  • Program Support and General Operating Support applicants must first submit a pre-application that is reviewed by staff to confirm eligibility.
  • Eligible applicants are invited to submit a full application. These applications are reviewed by a 5-person Citizen Review Panel which is comprised of:
    • Experts from the St. Louis arts community
    • Members of the St. Louis community in general
    • RAC Commissioners
