REVENUE REPLACEMENT GRANTS FOR ST. LOUIS CITY ARTS ORGANIZATIONS

ARTS ORGANIZATIONS MUST MEET THE FOLLOWING REQUIREMENTS TO BE ELIGIBLE:

  • Your organization’s mission is primarily focused on the creation, presentation, and/or utilization of art.
  • Your organization must have a Unique Entity Identification Number (UEI). (It can take as long as six to eight weeks to obtain this number, if you do not have one). For information about acquiring or renewing a UEI number, please review the instructions here: SAM.gov.
  • Your organization must have had its primary administrative address in St. Louis City from April 1, 2020 through December 31, 2020 (verifiable documentation from your most recent fiscal year IRS Form-990 is required to be uploaded in the application).
  • Your organization must be a 501(c)(3) registered in the state of Missouri and with the Internal Revenue Service (IRS).
  • Your organization must have filed your IRS form 990-N, EZ, or 990 for the years 2020 and 2019 (these documents are a requirement and will need to be uploaded in the application; your form from 2021 is also an acceptable document).
  • Your organization must have a Certificate of Good Standing with the State of Missouri (verifiable documentation is a requirement and will need to be uploaded in the application). To verify your status, check here: MO Online Business Portal.
  • Your organization lost earned or contributed revenue generated by audiences and/or donors between April 1, 2020 and December 31, 2020 (verifiable documentation from IRS Form-990 is a requirement and will need to be uploaded in the application).

ARPA for the Arts grants are managed and distributed in accordance with requirements set by the United States federal government. RAC received $10.6 million in American Rescue Plan Act funding as a result of the passage of Board Bill #66, which received unanimous support from the City of St. Louis’ Board of Aldermen.

What is the ARPA for the Arts Revenue Replacement grant?

The ARPA for the Arts Revenue Replacement grant is a one-time grant provided to non-profit arts and culture organizations that suffered demonstrated negative financial impact of at least $1,000 due to COVID-19 between the dates of April 1, 2020, through December 31, 2020. Negative impact resulted in diminished day-to-day/regular organizational operations and programmatic activity (e.g., reduction in staff, facilities, audiences, revenues, etc.). Arts organizations may apply for up to $25,000.

Who can apply for the ARPA for the Arts Revenue Replacement grant?

The ARPA for the Arts Revenue Replacement grant is open to non-profit arts and culture organizations with a mission primarily focused on the creation, presentation, or utilization of the arts. Organizations must have a UEI number and demonstrate negative financial impact of at least $1,000. Verifiable documentation is a requirement and will need to be uploaded in the application – see guidelines for more information on required documents.

How do I apply for the ARPA for the Arts Revenue Replacement grant?

The application process for the ARPA for the Arts Revenue Replacement grant is as follows:

  1. Create an account with grant management system the Grant Management System.
  2. Take the Eligibility Quiz in the grant management system
  3. Complete the application form
  4. See the grants guidelines for required uploads and application questions
What if my application is denied?

RAC declines applications for two primary reasons: (1) application does not meet the eligibility criteria and (2) all grant funds are allocated.

How are ARPA for the Arts Revenue Replacement grants disbursed?

ARPA for the Arts Revenue Replacement grants will be dispersed via automatic deposit. Once an application is successfully processed, applicants will be notified via the Blackbaud Grants Management System as well as a direct email to the contact email address listed in the application. A terms and conditions agreement must be signed before payment. Grant awards are disbursed in a single payment though automatic deposit to a designated bank account. RAC uses the BILL.com electronic payments platform. There are instructions on the RAC website that will guide grantees through this process. Once the account is created with the proper banking information, RAC will process the award payment.

What are the expectations or obligations after receiving an ARPA for the Arts Revenue Replacement grant?

Grantees will receive instructions on reporting once the grant is made. Reporting requirements include a narrative statement on how the ARPA for the Arts funds were spent. Additionally, grantees may be asked to participate in a fiscal audit conducted by a third-party on behalf of RAC in accordance with the compliance requirements of the City of St. Louis and the United States Treasury Department.

What are the expectations or obligations after receiving an ARPA for the Arts Revenue Replacement grant?

The application portal opens August 1, 2023, and closes October 15, 2023. Grants are awarded on a first come, first-served basis or until the funds are depleted. Once a completed application is submitted, the ARPA for the Arts team will review your application.

If the application is complete, it will be processed by the ARPA for the Arts Team. If there are issues with your application or if it is incomplete, the ARPA for the Arts Team will contact you via the Blackbaud Grants Management System as well as a direct email to the contact email address listed in your application.

How long do I have to spend the money?

If you are awarded an ARPA for the Arts Artist Income Replacement Grant, the ARPA funds must by spent by February 28, 2024, and reporting completed by March 31, 2024. Reporting instructions will be issued once a grant is made.
